Sr. Engineer-Spectrum and EMF Technical Management


Rogers is seeking a Sr. Engineer - Spectrum and EMF Technical Management.  You will have opportunity to apply your superior analytical skills and in depth wireless technical knowledge, to create standards and guidelines and provide direction to Engineering teams that are responsible for day to day application.  You will be accountable for Rogers overall compliance in the area of site EMF safety.  You will provide management reporting and recommendations for wireless spectrum usage, including technical considerations for spectrum coexistence.    This position reports to the Manager, Spectrum & EMF Technical Management.



Job Description and Responsibilities:

  • Responsible for Wireless Spectrum Management
    • Conduct spectrum band compatibility studies, provide technical recommendations for configurations and filtering for spectrum coexistence for both Rogers only and collocated locations.
    • Coordinate Spectrum allocations/usage on borders
    • Manage spectrum subordination
    • Spectrum Auction support
    • Spectrum refarming planning
    • Spectrum usage reporting for ISED 


  • Accountable for the overall compliance of the national wireless network with Health Canada's Safety Code 6.
    • Establish working guidelines for staff and management.
    • Responsible for providing regulatory reports for ISED.
    • Manage outsourced Safety Code 6 contracts with outside design companies.
    • Establish logging and processes around mitigations put in place for Safety Code 6 site compliance.
    • Implement an audit program for assurance of continued compliance on sites, including audits to ensure mitigation requirements remain in place.
    • Establish and maintain working relationships with relevant internal regulatory primes and government officials.
    • Assist each region as required with Safety Code 6 related queries.




  • Assist in developing design guidelines, devise new approaches, conduct technical studies and improve standard engineering processes.
  • Collaborate with project stakeholders from other engineering disciplines and Regulatory groups (ex. Technology Development-Spectrum Strategy, Regulatory, Regional RF Engineering groups, Planning, PMO, Operations and NOC, etc)
  • Project management, planning and resource management




  • Training of new and existing staff.  Review work for technical accuracy and adequacy
  • Responsible for establishing design guidelines to support the release of Regional RF Engineering activities



  • Excellent written, oral and interpersonal communication skills
  • Work effectively with equipment and service vendors and provide executive level professional presentations of engineering results and recommendations.





  • Minimum 5 years experience in wireless telecom industry
  • University Degree in Engineering (Electrical, Telecommunications)
  • Professional Engineering designation preferred
  • Strong understanding and experience working on UMTS/HSPA/LTE
  • Experience with Intermodulation calculations and recommendations for spectrum coexistence





  1. Graduate of a post-secondary engineering program. 
  2. Minimum five years experience working with Safety Code 6 or similar. 
  3. Prior experience working in the Regulatory environment would be an asset.
  4. Highly motivated individual with superior organizational and analytical skills. 
  5. Excellent writing, communication and presentation skills.
  6. Expert level proficiency with spreadsheets and databases. 
  7. Knowledge of electro-magnetic field theory, radio-frequency propagation, transmitter/receiver systems and RF antennas.
