Tech Hub is currently seeking an unusually talented and experienced leader for the role of Tech Hub Functional Delivery Director.

In this role, you will coach and support a portfolio of Tech Hub value streams (program-size teams of teams). As a leader, you will focus on establishing, enabling and encouraging the growth of these value streams to deliver value for our business partners.  Ultimately, you will be accountable for value stream delivery velocity and ensuring that value streams meet their delivery commitments.


This role directly manages release train engineers (RTE), scrum masters and technical product owners for the Tech Hub value streams.  In turn, those resources are responsible for the “flow” of work through the value streams (delivery velocity). You will match the right teams with the right resources, provide encouragement and direction as these resources develop their skills, and work proactively to improve performance or unblock impediments when value streams or their resources are not performing at the expected level.


What you will be doing – key responsibilities:

  • Allocate RTE, scrum master and technical product owner resources to Tech Hub value streams
  • Work with other Tech Hub leads to allocate development, frictionless and quality engineering resources to support value stream delivery
  • Support the professional development of RTE, scrum master and technical product owner practitioners; Foster the growth of a community of practice amongst these resources
  • Act as a point of escalation for value stream level risks and dependencies which cannot be resolved by RTE’s
  • Monitor the delivery velocity of value streams and proactively identify when impediments arise or when resourcing adjustments may be warranted
  • Coach agile release train leaders, teams, and scrum masters in Lean-Agile practices and mindsets
  • Work with the demand management team, architecture team & management floor to dispatch initiatives to value streams
  • Work with the demand management team, architecture team & management floor to identify when new value streams need to be created or existing value streams need to be sunset
  • Support medium & long range capacity planning for the functional floor as a whole, identifying “hotspots” where it will be necessary to increase resourcing
  • Evangelize the use of Key Performance Indicators (KPIs) as a means to both measure engineering capability as well as business value
  • Manage the allocation of resources (human, monetary & otherwise) between multiple value streams in a data driven way, informed by measurable business value and KPIs
  • Work with the Program Management Office (PMO) on program execution and operational excellence
  • Coach and manage teams to understand and operate within Lean Budgets and ensure adherence to Guardrails


What you bring – preferred competencies & qualifications:

  • Bachelor’s degree in computer science/engineering or related experience
  • 8+ years experience managing large delivery teams; Agile delivery experience is a definite asset
  • Open minded with a continuous growth attitude is a must; confident to challenge the status quo and follow-through with appropriate tact
  • Understanding of Scaled-Agile practices; SAFe® RTE certification is an asset
  • Understanding of Change Management practices; Prosci® certification is an asset
  • Understanding of Design Thinking practices, with a focus on Customer Centricity
  • Strong leadership skills to build relationships among team members and drive results without reporting relationships; comfortable leading cross-functional teams
  • Proactive self-starter who will comfortably move forward in the face of ambiguity
  • Strong business and technical acumen and professionalism, excellent presentation skills with solid verbal and written communication aptitude
