The Manager, Benefit Programs is responsible for the strategy, governance, delivery, and continuous improvement of the Rogers Benefits Programs. This role provides subject-matter expertise, oversees vendor performance, ensures plan compliance, and partners with leaders across the business to deliver a best‑in‑class employee experience.
This position combines program management, analytics, stakeholder engagement, and operational excellence to support both benefits operations and long-term program strategy.
What you'll do:
Program Management & Strategy
• Lead the design, evaluation, and ongoing management of employer-sponsored benefit plans, including health, dental, disability, insurance, and spending accounts.
• Recommend plan changes based on trends, benchmarking, utilization, employee needs, and cost management.
• Partner with Total Rewards leadership in long-term benefits strategy, workforce well-being initiatives, and plan modernization.
Vendor & Partner Management
• Manage relationships with carriers, TPAs, consultants, and benefit administration vendors to ensure strong performance and service delivery.
• Oversee SLAs, quarterly/annual business reviews, escalations, and continuous improvement.
• Support RFPs and contract renewals, including negotiation of fees, terms, and service commitments.
Compliance & Governance
• Ensure benefit programs comply with all relevant legislation and corporate policies
• Maintain plan governance documentation, audit processes, and accurate reporting.
• Support internal and external audits, plan renewals, and regulatory submissions.
Analytics & Reporting
• Analyze claims experience, plan performance, cost trends, and vendor reporting to identify risks and opportunities.
• Create executive dashboards and provide insights that inform plan design decisions.
• Monitor KPIs and financials related to benefit plan sustainability.
Operational Excellence & Process Improvement
• Lead process enhancement initiatives to improve efficiency, reduce errors, and enhance the employee experience.
• Collaborate with HR Operations, Payroll, and Technology teams to streamline workflows and optimize system integrations.
• Oversee the resolution of complex employee escalations and policy interpretation.
Stakeholder & Employee Engagement
• Act as a trusted advisor to HR Business Partners, leaders, and employees on benefit policy, escalations, and program interpretation.
• Develop and deliver clear, accessible employee communications, education campaigns, and training materials.
• Support annual enrollment, wellness events, and change management initiatives.
Project Leadership
• Lead cross-functional projects such as vendor transitions, new plan implementations, system upgrades, and well-being initiatives.
• Manage timelines, risk tracking, stakeholder updates, and successful delivery of project outcomes.
What you'll bring:
• Degree in Human Resources, Business Administration, Finance, or a related field is an asset.
• 5–8+ years of progressive experience in employee benefits, total rewards, insurance, or related fields.
• Strong knowledge of Canadian group insurance regulations, benefit plan design, and vendor management.
• Advanced analytical skills with proficiency in Excel, reporting tools, and data interpretation.
• Exceptional communication skills with the ability to convey complex information clearly.
• Experienced in leading projects, driving process improvement, and managing external partners.
• Strong problem-solving skills, with the ability to navigate ambiguity and create structure.
