Sr. Manager, Capital Planning & Governance

Reporting into the Director, Sr. Manager Capital Planning & Governance will have four main areas of accountability within the Digital Planning team:

  1. Management of overall Digital capital operations by supporting all operational and project-level funding for annual planning, forecasting, actual results and approvals
  2. Interlocking with Digital teams and Finance to increase visibility and forecasting accuracy
  3. Interlocking with Steerco Governance and Project Accounting Team to ensure seamless movement of projects and agile team funding through governance gating
  4. Work closely with Third Party Vendor Management team to ensure SOWs are aligned with available and approved Funding sources


This role will be critical to ensure that:

  • Digital team delivers on its capital budget efficiently throughout the year
  • Individual funding requests are set up for success when proceeding for review and approvals
  • Leadership team is held accountable on their performance against Capex targets
  • Key performance information for CAPEX is available at critical times and is current including but not limited to:
    • Year over Year comparison
    • 2019 CAPEX Consumption Distribution by Teams vs Projects
    • Facilitates Tranche funding for Agile Teams and monitor and report the results
    • Burn Rates
    • Report on external labour by vendor and SOW details and ensure maximum alignment with vendor management team
    • Spend by four categories of Internal labour, external labour, HW, SW
    • Digital Internal Workforce Capitalization to Digital vs Non-Digital initiatives


Sr. Manager Capital Planning & Governance, will effectively execute on this mandate by forming strong relationships with Cross-Functional/Business Unit Planning teams, Digital PMs, Digital Agile scrum masters, IT PMs and teams, and various Finance leads. The successful candidate will have a proven track record of collaborating with multiple teams to deliver an outcome, and delivering insightful business decision support to senior executives.  The successful candidate will have very strong people skills working in a highly matrixed organization, and must be comfortable working with both senior leaders and peers. 

Role Responsibilities:

  • Lead the capital planning processes for Digital team to enable portfolio tracking, and management of capital budget for digital initiatives
  • Accountable for reporting overall state of Digital capital budget and actuals, including timely and clear reporting on monthly actual results and forecast
  • Lead the Capital Governance planning processes for Digital teams to enable Budget trade offs, OTL and tasks set up, scheduling for Leadership reviews within Digital and Steerco and fund transfer and releases.
  • Work with Digital PMO, Agile teams and Finance to ensure accurate, detailed and timely project and team reporting and tracking, building required information as needed
  • Lead monthly, quarterly and annual planning processes to derive Digital capital budget, identify opportunities for trade-offs for capital; identify budget challenges and actions to close the gaps
  • Manage Monthly reports and present Capital results to Digital VPs and Directors
  • Support Planning Director on ELT reporting of Capex
  • Proactively highlight risks to achieving targets by reviewing project delivery trajectory and spend curves
  • Build new models and enhance existing models to drive more effective business decision making on capital spend
  • Support centralization of PO set up, receipt and accruals and ensure proactive processing
  • Work with Finance to create repeatable processes to address finance requirements for enterprise level reporting
  • Set up self-serve process to address repeatable requisitions from teams
  • Provides thought leadership and contributes to process improvements within area of expertise to support Governance and CAPEX process improvements for Digital
  • Lead a team of Planning manager and Sr. Analyst
  • Manage through many ad-hoc requests



  • Bachelor’s degree in Business, Accounting or Finance and CPA designation
  • A minimum of 10 years experience of related business planning/budget management experience
  • Previous people management experience
  • Proficiency in Microsoft Office suite of products, specifically Excel and PowerPoint, with a demonstrable track record of translating data into executive insights/presentations
  • Strong management and organizational skills, with experience working cross functionally in a complex matrix environment
  • Excellent communication skills and exceptional interpersonal skills; ability to deal with different audiences and resolve issues
  • Driven, customer focused and results oriented individual who is organized and has a strong attention to detail; able to produce high quality work to meet tight timelines
  • Proven ability to work independently in an ambiguous, fast paced & demanding environment
  • Solid ability to deliver tangible results to expectations
  • Self-motivated and a team player
  • Previous experience in Finance, Strategy and Capital Management
